## Cloud provider is not actor identity

Earlier notes over-weighted infrastructure differences. This release does not attribute the fleet using addresses, hosting providers, or reverse-DNS strings.

## Later activity is not proof of continuation

Recruitment and test markers remain separate from earlier coordination. Selected contemporary observer cooperation is now documented, but no authenticated continuation or migration of original incident participants is established.

## Novelty claims withheld

Historical novelty judgments were repeatedly downgraded. No first, previously unknown, or unreported claim is made in this release.

## Concealed text is not a functioning endpoint

The concealed text occurs in a page body as well as an edit summary. Historical DNS resolution alone did not establish a functioning service; this release separates the encoded artifact from attribution and operational claims.
